The legal framework for residency is entirely separate from the citizenship programme. While citizenship offers a passport, residency grants the right to live in Vanuatu. Under the Immigration Act No. 17 of 2010 and its regulations, several primary pathways exist. Picking the correct one is the most critical decision you'll make.

For most people who aren't starting a business or buying significant property, the Self-Funded Resident Visa is the most direct path, provided you have a proven, stable income. The Foreign Investor Visa is built for active business investment. The Six Routes, Set Out Plainly

A residence application succeeds or fails on whether you fit a category and can evidence it. There is no general residence permit for people who simply wish to live in Vanuatu.

Partner. Marriage to, or a de facto relationship with, a citizen of Vanuatu. Evidenced by the relationship documentation and by the partner's own citizenship.

Child. A dependent child of a Vanuatu citizen. Evidenced by birth documentation establishing the relationship and by the parent's status.

Employee. Employment secured with a Vanuatu-based business for at least twelve months. The contract is the evidence, and the employment must be real and continuing rather than nominal.

Self-funded resident. Certified income of at least 250,000 vatu per month, or 500,000 vatu per month where a spouse or de facto partner is included. Note the wording: income, not capital, and certified rather than asserted. Someone with substantial assets but no monthly income stream does not automatically satisfy this.

Foreign investor. A VIPA approval certificate as a foreign investor, plus a business licence where the activity requires one. The certificate is the gateway, and obtaining it is a separate process with the Vanuatu Investment Promotion Authority before immigration is involved at all.

Leasehold holder. Leasehold of a Vanuatu property valued at ten million vatu or more, combined with certified income of at least 250,000 vatu per month per person. Both limbs are required — the lease alone does not qualify.

Conditions that apply across all six

Identity and character documentation, health requirements, and the fee appropriate to the duration sought. These sit alongside the category requirement rather than replacing it, and they apply to every included family member in their own right.

The requirement people discover late

Each of these must remain true. A residence visa is not a status acquired once; it is a permission conditional on the basis for it continuing to exist. Employment that ends, income that falls below the threshold, a lease disposed of or an investment approval lapsing all remove the foundation, and the consequence appears at renewal rather than immediately.
